Personal Lifestyle Support: Cost and planning

What families and decision-makers usually want to understand before moving forward. for personal lifestyle support enquiries across England.

Understanding the Cost of Personal Lifestyle Support

Personal lifestyle support is a service designed around one principle: helping individuals live the life they choose. It supports people with learning disabilities, autism, mental health conditions, and physical disabilities to build independence, develop skills, and participate in their communities. Understanding the cost of this support — and the routes available to fund it — is the first step towards accessing it.

The cost of personal lifestyle support varies depending on the number of hours required, the complexity of the individual's needs, and the nature of the activities involved. A person who needs support for a few hours each week to access community activities will pay less than someone who requires daily, structured support with life skills, budgeting, and personal care. Unlike residential services, personal lifestyle support is typically charged on an hourly or sessional basis, offering transparency and flexibility.

Funding Routes: Direct Payments, Personal Budgets, and More

The most common funding route for personal lifestyle support is through the local authority, following a needs assessment under the Care Act 2014. If the individual is assessed as having eligible needs, a personal budget is allocated — a sum of money calculated to meet those needs. This budget can be managed by the council, held by the provider, or taken as a direct payment.

Direct payments are particularly well suited to personal lifestyle support because they give the individual — or their family — the power to choose their provider, shape their support plan, and direct how hours are used. This aligns perfectly with the person-centred philosophy that underpins the service. If you are supporting someone who values choice and control, direct payments are worth exploring as a priority.

NHS Continuing Healthcare may be relevant for individuals with significant health needs, and some people access personal lifestyle support through Section 117 aftercare following detention under the Mental Health Act. In each case, the support is funded without a means test. For self-funders, the cost is met privately, but the same quality standards and planning processes apply.

What Is Covered — and What Is Not

Personal lifestyle support typically covers a broad range of activities: support with daily routines, developing independent living skills such as cooking and managing money, accessing education or employment, attending appointments, participating in social and community activities, and building and maintaining relationships. It can also include personal care where needed.

What it does not cover — at least not directly — is accommodation costs, which are funded separately, or medical treatment, which remains the responsibility of the NHS. Equipment and adaptations may be funded through separate channels such as a Disabled Facilities Grant. It is important to understand these boundaries so that the personal budget is used effectively and supplemented where necessary.

When planning costs, factor in any expenses associated with activities — transport, admission fees, materials for hobbies or courses. Some providers include these in their hourly rate; others charge them separately. Clarity on this point from the outset avoids misunderstandings later.

Planning Support Around Goals and Daily Life

The best personal lifestyle support is planned around the individual's aspirations, not just their assessed needs. This means the support plan should reflect what the person wants to achieve — learning to cook independently, getting a part-time job, joining a sports club, travelling by bus — as well as the practical help they need each day.

Planning should involve the individual at every stage. Where the person has difficulty communicating their preferences, an advocate, family member, or communication support should be in place to ensure their voice is heard. The support plan is a living document, reviewed regularly and adjusted as goals are met or priorities change.

Making Every Pound Count

Personal lifestyle support is an investment in someone's future. Every hour of support that builds a new skill, strengthens a relationship, or opens a door to the community is an hour that moves the individual towards greater independence — and, over time, potentially reduces the level of support required.

At My Health Care Support, we help individuals and families navigate the funding landscape with confidence. We support applications for direct payments, contribute to needs assessments, and design support plans that make the most of every resource available. Our goal is not to maximise hours but to maximise impact — because the true measure of personal lifestyle support is not what it costs, but what it makes possible.
